Are you logged into Google when you click on the link? It appears that you need to have a Google login to be able to see these files.

It doesn't work either way for me logged into Google tried but still can't view is there a program I need to view thanks
Glen, there are two file types there. You 'should' be able to double click on the .pdf to open, or right click to select copy, as that's a very common file extension - but the .dfx are CAD based files and you won't be able to open them unless you have compatable software.
